Not to mentiom her dialogue is very subtle and her character is deliberately distanced from Makoto. I think her development is overshadowed by her involvement in the gameplay and role as the member of the cast that really moves the plot along. As for her memories, yeah, I think that was the idea too. We may never know how her hands got burned but its entirely possible that someone close to her during DR:Kirigiri betrayed her and left her in a burning building or something and had to lift burning debris to save herself or something. He didnt let her see her mother when her mother was on her death bed at like 7 or 8 years old and then instilled the idea that her father was a good for nothing loser who abandoned her and he did all of that just so she would follow in his footsteps as the next Kirigiri detective. Her grandfather didnt abuse her but he did some things that could arguably be worse. ![]() I don't think its been stated yet in DR: Kirigiri either but Kyoko has always implied that she trusted someone and they betrayed her, and that resulted in her hands getting burnt and is understandable why she's as distant and aloof as she is for most of the entire series then if thats the case.
